The rehabilitation of Victoria City Hall's historic old wing interior was completed in 3 Phases. The project includes new customer service areas and staff offices at levels 1-2, provision of new elevator and stair, completion of a seismic upgrade and major improvements to lighting, electrical, plumbing and life safety systems. Interior work also included removal of 1960s era suspended ceilings and hazardous materials, partial restoration of original 19th century plaster cornices and refurbishment of original wood windows to provide enhanced daylighting and natural ventilation. Exterior work included provision of new accessible entrance ramps and selected new windows in original masonry walls.
As project architect at Chow Low Hammond Architects, Jim collaborated with principal Jackson Low to oversee design development and all project phase services for Phases 1 & 2. Project challenges including working with client-staff working groups to lay out departmental offices and working with Durwest Construction Management to sequence work within the partly occupied building.
