The rehabilitation of Victoria's historic City Hall interior was completed in 3 Phases. The project included seismic upgrades, new elevator and stairs, new customer service areas and staff office as well as new lighting, electrical, plumbing and life safety systems. Work also included removal of unsympathetic 1960s suspended ceilings and hazardous materials, restoration of original 19th century plaster cornices and refurbishment of original wood windows for enhanced daylighting and natural ventilation. Exterior work included a new accessible entrance and selected new windows in original masonry walls.

As project architect at Chow Low Hammond Architects, Jim oversaw design development and construction phase work for Phases 1 & 2. Project challenges including working with Durwest Construction Management to sequence work within the partly occupied building.
